Government Program Intended To Increase Those Studying Abroad Hits a Snag

The effort to increase the number of Japanese university students studying abroad has hit a snag, with the number of applications submitted to take part in the public-private scholarship program falling below the quota.
 
The government believes the number of applicants to the program, which was launched in 2014 and provides up to ¥5.6 million for those studying abroad, has fallen recently because many students appear hesitant to apply, thinking they lack the requisite skills, according to an education ministry official.
 
The ministry solicits applicants for the program, which is financed by corporate donations, every six months. Also covering those who work overseas as interns and volunteers, the scheme was introduced to help the government meet its goal of doubling the number of Japanese studying abroad to 120,000 by 2020.
 
The applicants are screened based on submitted documentation detailing their plans to study abroad and interviews.
 
The education ministry said it focuses more on their attitude or willingness than their language skills or academic achievements.
